Title:                              Senior Data Strategy and Implementation Advisor

                                        $35.00 – $45.00 / Posted Thru:  7-6-22


Location:                     Remote/Virtual – Must Be a Michigan Resident


Purpose:  This position will serve as a senior leader in data strategy, interoperability, and Social Determinants of Health (SDoH) resources.  The Senior Data Strategy and Implementation Advisor uses advanced knowledge of national best practices, data utility and analytics, relationship management, and cross-functional collaboration to develop and implement key data strategy and health IT priorities of the Policy, Planning, and Operational Support Administration.  This position provides consultation and expert advice on the coordination of stakeholders, summary of their input and group consensus, development of best practices, and planning for implementation approaches.

Duties and Responsibilities:

  • Lead meetings with executive State and external personnel. 
  • Manage the development and implementation of programs and proactively create documentation to track, monitor and inform stakeholders on initiative progress. 
  • Support the implementation of the Michigan Health Information Technology Commission’s five-year strategy roadmap.
  • Lead and facilitate commission workgroups and committees.
  • Draft, document, and share implementation dashboards and metric documentation.
  • Advise and research on national best practices in implementing commission strategies and activities.
  • Support the development of planning and engagement documents to ensure timelines and implementation requirements are met.
  • Develop communication strategies.
  • Use advanced knowledge of health IT to support strategy implementation.
  • Serve as a resource to the CIE Task Force by providing analytical support and subject matter expertise in health IT.
  • Engage stakeholders in the development of implementation of a state-wide plan for CIE.
  • Advise on and research national best practices, developing relationships with thought-leaders and key figures in the state and nationally working to effectuate CIE.
  • Design and lead robust cross-sector engagement strategies to support the development of the 2023/2024 SDoH Strategy and ensure that the plan continues to adapt based on national best practices and the ever-changing landscape in Michigan.
  • Support interagency Social Determinants of Health Workgroup as well as external facing advisory council if needed.
  • Lead development of stakeholder engagement workshops, meetings, conferences, and town halls to ensure Strategy supports community needs.
  • Participate in cross-functional teams to identify appropriate policy strategies to address the objectives of an initiative or project.
  • Develop and maintain an understanding of health policy issues and trends that affect the health and well-being of Michigan communities.
  • Provide policy perspective to internal teams and work with the social determinants of health policy team to evaluate the appropriateness of policy related projects.
  • Conduct research on national best practices, use existing data, and analyse and organize information relevant to current issues in health policy as assigned, to inform development of the framework for 2023 and 2024 SDoH Strategy.
  • Supervise and mentor intern research team:  develop project plan, deliverables, and evaluation criteria; meet with team regularly to provide support; ensure environmental scan, research summaries, etc. align with the needs of the SDoH Strategy.
  • Participate in interagency workgroups, taskforces, and other stakeholder meetings that support emerging trends.
  • Work closely with Community Engagement Analyst to support coordination efforts associated with aligning SDoH efforts across the department and state agencies.
  • Track and provide executive level summaries of over-arching SDoH metrics at the departmental level as well as monitor and track SDoH metrics within MDHHS program areas.
  • Develop metrics to track short-term, intermediate, and long-term goals.
  • Facilitate and provide materials for presentations and meetings with internal and external stakeholders.
  • Support priority policy projects that provide an opportunity to address upstream prevention that could positively impact the health of future generations.
  • Work closely with Community Engagement Analyst to ensure alignment across departments and state agencies.
  • Connect with agencies that regulate and support infrastructure partners, including energy and water stakeholders, to provide health policy recommendations during infrastructure planning.
  • Research opportunities for federal funding to support this work.
  • Facilitate and lead cross-sector engagement strategies to support the development of a MDHHS enterprise data strategy, in partnership with state agencies and external stakeholders.
  • Assist MDHHS partner bureaus with work on developing or facilitating data strategy or governance projects, as assigned.
  • Document and compile data strategy resources into comprehensive policy briefs, executive summaries, and planning documents.
  • Research opportunities to connect work across state agencies and participate in workgroups to learn about collaboration opportunities.
  • Stakeholder management of internal and external people and groups, through written and verbal communication as well as attending meetings.
  • Identify, overcome, and escalate barriers to progress.
  • Operate successfully in a rapidly evolving, sometimes high-pressure environment.
  • Always represent the best interests of MDHHS and MPHI.
  • Other duties as assigned.




Education:  A minimum of a bachelor’s degree in a related field associated to the duties and responsibilities required.  A master’s degree is highly preferred.


Experience:  Minimum two years of project management with health/human services experience.  Minimum of four years’ experience in health care and/or health IT.  Public health experience a plus.  Must demonstrate prior ability to get up to speed on new content very rapidly.

Work Environment and Physical Requirements:  Position has potential for fully remote or hybrid work (subject to Office of the State Employer determination on State of Michigan Work from Home Policy and MDHHS epidemic orders).  If in-person work is required, this position will be based in Lansing, and may require limited in-state travel.  Requires a valid vehicle operator’s license and access to vehicle to attend off-site meetings, conferences, and trainings.


RESPONSIBILITY FOR THE WORK OF OTHERS:  This position acts as a lead worker to support project leaders predominantly and/or help coordinate the work activities of others.

 IMPACT ON PROJECTS, SERVICES AND OPERATIONS:  This position has a direct impact on the quality of services provided by MPHI to MDHHS.
